High-quality summer and afterschool learning programs (“out-of-school time” or OST programs) play an important role in the lives of our nation’s young people. In the wake of the pandemic, educators are placing greater emphasis on them as a means for learning recovery and to promote well-being, aided by new federal funding through the American Rescue Plan Act.
At the same time, district leaders and out-of-school time providers have lacked a comprehensive guide about which of the several federal funding streams can be used to support summer and afterschool – not only to fund direct program costs, but also for planning and the infrastructure needed to deliver high-quality programs over the longer term.
