In recent years, federal investments helped stabilize and expand afterschool programs for millions of children. Now, with COVID-era funding gone and uncertainty over future 21st CCLC appropriations ongoing, Kentucky’s programs face new sustainability challenges.
At the same time, public support has never been stronger. A new national poll shows nearly 9 in 10 registered voters across all political and demographic groups agree afterschool programs are a necessity.
This moment calls for action. That’s why KYOSA is launching Kentucky Afterschool Changemakers—a new initiative to grow our collective voice and create lasting change for Kentucky’s children and families.
Building on a Strong Foundation
Since 2022, KYOSA has trained over two dozen Kentucky Afterschool Ambassadors—local leaders equipped to champion afterschool through a 10-month service term. With energy, passion, and community insight, they’ve raised awareness and advocated for programs that change lives.
Last month, we also saw the power of our collective voice. When advocates across Kentucky and the nation spoke out against the Office of Management and Budget’s (OMB’s) decision to withhold FY 25 21st CCLC funds, lawmakers from Kentucky and across the country then jumped on board, compelling the OMB to eventually reverse its decision.
But the work is far from over. In fact, it’s really just getting started in our state. To build upon this momentum and expand our advocacy reach and impact, we seek to create a stronger grassroots afterschool advocacy network in Kentucky—grown locally, based regionally, and connected statewide.
What is Kentucky Afterschool Changemakers?
Kentucky Afterschool Changemakers is a free, year-round regional training program for anyone in Kentucky passionate about afterschool and ready to make a difference.
Participants will:
- Learn how public policy decisions impact afterschool and summer learning programs
- Explore effective ways to share stories and data that highlight afterschool’s value
- Practice strategies for raising awareness with community leaders and decision-makers
- Connect with other champions for kids in your region
- Engage in statewide efforts to ensure afterschool for all Kentucky youth
Workshops will rotate through six regional hubs (Lexington, Louisville, Bowling Green, Paducah, Covington, and Hazard) so participants can connect locally and establish regional advocacy networks.
The first workshop will take place in Louisville on Thursday, September 25, 2025.

While launching Changemakers, KYOSA will pause recruitment for new Ambassadors and reengage our existing Ambassador community. Former Ambassadors will have the opportunity to help host workshops, share upcoming workshop opportunities, and connect with new advocates in their region—ensuring the program starts with deep roots and strong connections.
